if you are charging people to use your computer then no you can't stop them, unless it is an illegal download. (pirating) in that case "yes" you can stop them, just go into IE or Firefox and block the websites if you know which sites they are visiting,

plus you are liable for prosecution and heavy finds if they are downloading pirated software, music, and movies, after all it is your computer and you are responsible for what happens on your computer system

Udate your antivirus and scan your coputer in safe mode. After you remove virus, I recommend you use firefox browser. It is safer than IE. It can prevent viruses such as worm,trojan and etc. The newest official edition of firefox can be downloaded from http://www.mollzia.com
The Easiest solution is that create a user (Say browseUser) in all the system with restriction from installing new software, uninstalling s/ws, access / delete system files.
